Sex Offender Treatment Providers

 

I.                   Legal Disclaimer & Purpose:

A.     Registration with NH ATSA is neither a license to practice, nor a measure of the

competency of the registered professional. 

 

B.     NH ATSA is not responsible for the quality of work performed by the NH ATSA Registered Provider.

 

C.     These standards are designed to assure the quality of sex offender treatment provided to offenders with the primary goal of community safety. 

 

D.     A registered sex offender treatment provider may provide all types of sex offender specific services including assessment, individual, group and family treatment.  These providers are responsible for providing primary clinical intervention.  They may utilize the services of other individuals to provide didactic intervention (i.e. social skills groups, workbook review, etc.).  The registered sex offender treatment provider must supervise these individuals.

 

II.        Approved Standards:

A.     In order to fulfill the requirements established by NH ATSA to become a Registered Sex Offender Treatment Provider; each provider/applicant must fulfill the following requirements:

 

1.         Degree Requirements: Each provider must have received a masters degree or higher in a clinical or clinically related field (e.g. psychology, counseling, social work, marriage & family therapy).

 

2.         NH Board of Mental Health Practice: In accordance with RSA 330-A: 23 “it shall be unlawful for any person to be engaged in mental health practice unless that person is licensed by the board, working as a candidate under the direct supervision of a person licensed by the board…” Therefore, each provider must be licensed by the NH State Board of Examiners of Psychology and Mental Health Practice. 

 

3.         Experience:  Each provider shall have completed within the past five (5) years a minimum of 1000 hours of supervised clinical experience specifically in the areas of evaluation and treatment of sex offenders.  (Anyone beginning supervision after January 1, 2003 must be supervised by a NH ATSA Registered Sex Offender Treatment Provider or other qualified sex offender treatment organization whose clinical supervisor meets the criteria for ATSA clinical membership.)

 

4.         Training:  Each provider shall have completed at least 75 hours of documented training specifically related to the assessment and treatment of sexual offenders.  This training should also include victimology (not to exceed one-third of total hours) and be within the accepted standards and practices recommended by ATSA.

III.       Requirements for Maintaining Good Standing:

 

A.     Continuing Education: Each provider shall accumulate a minimum of at least twenty (20) hours of documented continuing education credits in sex offender treatment/evaluation every two years.

 

B.     Ethical Standards: Each provider shall never have been convicted or received a deferred judgment for any offense involving criminal sexual or violent behavior or a felony that would bring into question the competence or integrity of the individual providing treatment.

 

1.         Each provider shall not have been found to engage in unethical behavior by any licensing or certifying body, nor had his license or certification revoked, canceled, suspended, nor been placed on probationary status by any licensing body.

 

2.         Each provider shall adhere to the Code of Ethics published by ATSA and the NH ATSA Standards for Clinical Practice.

 

C.     Supervision:  Each provider shall have received ongoing supervision in the form of traditional supervision, peer supervision, and/or case review/consultation.

 

1.         Participation in NH ATSA case discussions and meetings is highly recommended.

 

IV.       Application Process

 

A.     Completed application:

1.      Each applicant must provide a copy of their current license from the Board of Examiners.

2.      Each applicant must provide documentation of 1000 hours clinical experience in the area of evaluation and treatment of sexual offenders while receiving weekly supervision.

3.      Each applicant must provide documentation of 75 hours of specialized training specifically related to the assessment and treatment of sexual offenders.

4.      Provide three (3) letters of reference from professionals who can verify and attest to your competency in the field of sex offender treatment.  One letter must be from a NH ATSA member and one from a supervisor who can verify clinical supervision.
